Lots of us use BLM LTVAs and the 14 day/free areas too.

Where in AZ? I am looking for land above 6000 feet. Haven’t seen anything free of zoning restrictions

If you're working with a realtor, it is safer to assume that they don't know what they're talking about regarding the law of what you can and can't do. Check with the city or county people and make sure.
