My go-to are Water Wipes. Ingredients are just water an 0.1% grapefruit seed extract. They do not sanitize, and are unlikely to do anything special to remove makeup. My only complaint is if you open a package and then don't use it up within a couple months, it can develop an off odor. Otherwise it has zero scent whatsoever.

Benson and Jensen (BJs) has a store brand called simply toddler wipes. They are the best I have found.
And for approx 700 it costs $9. Cheap enough that I buy by the case and have it shipped. Even with shipping it is cheaper than the others. Nearest store is somewhere in the NE. They are good for cleaning...everywhere...contain aloe and no alcohol. I tried the Dove brand a few years ago...costly and didn’t do as good a job. I still found the cheapest cleaning method for the face is good ole soap and water.
